If I were to do this again, I would go the same route of using a foreign development team and then moving domestic as the software idea validates. Just in terms of cost savings alone, it allowed a non-technical founder, myself, to be able to experiment without the heavy costs usually associated with domestic development.

Upwork is not the only platform of its kind—freelancer.com is another, which has similar features. In my experience, Upwork is better for hiring programmers, though I have found superior video animation designers on freelancer.com. Every platform like Upwork and freelancer.com will have its different strengths and weaknesses. If you can’t find your ideal freelancer on the first platform you post your job to, try posting the same job elsewhere, and you may be surprised at the different results you get.
